Beyond the Wave Project

For nearly three decades, Todd Welch dedicated his life to helping others. A longtime Newtown Township Police Officer and volunteer firefighter with the Newtown Square Fire Company, Todd spent years training for emergencies and responding when members of his community needed help most. On August 9, 2025, while enjoying a summer day with his wife, Devlin, in Atlantic City, the roles suddenly reversed.

Todd was boogie boarding in waist-deep water near New Hampshire Avenue Beach when he became short of breath and collapsed. Devlin immediately called for help, and Atlantic City Beach Patrol lifeguards Kevin Wallace and Lt. Kyle Deroo rushed into action. They immediately began CPR and used an AED, delivering the shock that helped save his life. Within moments, Todd regained consciousness.

For someone who had spent much of his life as a first responder, surviving his own cardiac emergency brought a powerful new perspective. Todd understood firsthand that survival can depend on what happens in the minutes before additional emergency responders arrive: someone recognizing the emergency, calling 9-1-1, beginning CPR, and having an AED immediately available.

Todd later returned to meet and thank the lifeguards who saved him, creating a remarkable full-circle moment between a lifelong first responder and the people who became his responders that day. His story is proof that cardiac emergencies can happen to anyone, anywhere, even to the people accustomed to being the ones who answer the call.

Through the Beyond the Wave Project, Todd’s experience carries that message beyond the shoreline where his life was saved. His story serves as a powerful reminder of the importance of CPR education, confident bystander intervention, and making AEDs accessible to bystanders in outdoor recreation spaces.

Through The Aliver Foundation, Beyond the Wave Project will help place outdoor AED equipment in public recreation spaces. Each placement will help ensure that if a cardiac emergency happens, a bystander has the tools needed to act while first responders are on the way.

Through the Beyond the Wave Project, Todd’s story will help make sure more communities are prepared in the event of a cardiac emergency.
